Description
Under general direction, to plan, coordinate, and supervise a comprehensive program of road maintenance, including county-wide striping and legend projects for an assigned area. COVID-19 Risk Tier - Lower Risk
Typical Tasks
Plans, organizes, supervises, and manages the resources and personnel for a comprehensive program of regular and special maintenance through a road maintenance yard for the associated roads, expressways, landscaped areas, structures, and facilities of an assigned area in Santa Clara County;
Plans, organizes, trains, supervises, performs progressive discipline, motivates, and evaluates a large staff of road maintenance personnel;
Evaluates and makes recommendations for the specification and purchase of road maintenance materials, equipment, and technology;
Operates and makes recommendations for updating technology;
Addresses complaints and resolves road maintenance problems raised by management, citizen groups, individuals, and the Board of Supervisors by attending community meetings, prioritizing work, allocating resources, and other measures, as appropriate;
Prepares the annual budget for the personnel, equipment, and materials for an assigned road maintenance yard and the associated roads, expressways, landscaped areas, structures, and facilities;
Assures that all assigned operations comply with relevant rules and regulations, including those regarding hazardous materials, non-point source pollution, back-flow water quality, and occupational safety;
Represents the County, the Roads & Airports Department, and Road Maintenance with other agencies, the public, and community groups;
May be assigned as a Disaster Service Worker, as required;
Performs other related duties, as required.
Employment Standards
Sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities: Training and Experience Note: The required knowledge and abilities are attained through training and experience equivalent to the possession of a high school diploma;
and
Eight (8) years of road construction and/or road maintenance experience, three (3) of which must be experience equivalent to a Road Maintenance Supervisor in the County of Santa Clara.
Special Requirements
Possession of a valid California Driver's license, Class C or higher, prior to appointment.
All certifications necessary to perform assignments. Depending on the license or certification required, these may be necessary upon hire, before completion of the probationary period, or whenever possible during employment depending on the requirements of the County.
Knowledge of:
Organization, administration (including purchasing and budgeting practices), and personnel management (including hiring and the selection process);
Methods, materials, safety practices, current technology, and equipment used in road maintenance and construction;
Personnel practices, including supervision, training and development, motivation, evaluation, counseling, and discipline;
Computer applications, such as word processing, spreadsheet, databases and e-mail applications;
Federal, State, and local rules and regulations governing the construction and maintenance of roads and expressways, especially those regarding hazardous materials, non-point source pollution, back-flow water quality, and occupational safety.
Ability to:
Plan, organize, coordinate, and supervise the material, equipment, and a large staff of skilled, semiskilled, and technical employees engaged in a comprehensive program of roads and expressway maintenance;
Understand, interpret, and effectively carry out written and oral instructions in English;
Read and understand engineering drawings, plans, maps, and layouts;
Keep clear and concise progress and cost records of assigned operations and prepare a wide variety of comprehensive written and oral reports and presentations, including letters, proposals, and recommendations;
Operate standard office equipment;
Develop and maintain effective relationships with those contacted in the course of work.
Physical Requirements
Required to work on-call on a rotational basis after hours and on weekends.
Must be able to work in inclement weather and respond to emergencies during on-call assignments and/or as needed.
